Even though New York state has spent $63 billion on capital projects over the past ten years, more than 40 percent of the state’s roads and bridges are considered substandard or obsolete, almost double the national average, according to a report released today by State Comptroller Thomas P. DiNapoli. The poor condition of the state’s transportation infrastructure is a direct result of the fact that capital spending in New York has focused on short-term needs instead of long-term planning, leaving the state ill-prepared to meet its future capital requirements, DiNapoli noted.

State bumps debt limit.
State University of New York Senior Vice Chancellor and CEO Monica Rimai wants to pull the system's dormitory construction account out from under the state's cap on borrowing for capital expenses.
In budget hearings Tuesday, Rimai argued that putting student housing in a separate revenue stream -- based on the reasoning that dorms are financed by student fees rather than income tax receipts -- would free up money for other purposes such as updating SUNY's public hospitals or academic buildings.
Acting Transportation Commissioner Stanley Gee isn't proposing to pull his maintenance budget out of the cap. But his testimony noted that, under current borrowing constraints, workers are able to fix up just 385 bridges every two years, even though 5,500 of the state's 17,400 bridges are deemed "deficient" in some way.

Our View: Fixing Local Roads Trumps Interstate Plan
There is nothing inherently wrong with local officials’ proposal to turn state Route 49 between Utica and Rome into an interstate highway. Indeed, a half-century ago, it would have made sense to have created an interstate loop from Thruway Exit 33 through Rome and back to Thruway Exit 31, the same way Interstate 890 loops through Schenectady and Interstate 490 through Rochester.
